Currently, not much information exists about Luke Wheeley. It is known from 47's notebook that he is non-physical, and would prefer stealthy, indirect action than that of a frontal assault. His demeanor is meticulous, serious, and anxious.
Wheeley conspires with his childhood friends Tyler Colvin, Landon Metcalf, Gavin LeBlond, and Mason McCready to kidnap Victoria. Because of his knowledge of the plan, and being a threat to Victoria, he becomes a target to Agent 47.
